Second seeded Serbian Tipsarevic, who after years of struggling to record his first ATP Tour victory has won two titles in the past month, needed 94 minutes to beat Rochus 6-2 7-5.
Sixth seed Marcel Granollers lost his opening match, however, with the Spaniard losing 3-6 6-4 7-6(4) in a three-hour epic against local hope Igor Andreev to the delight of the home crowd.
Andreev will play Andreas Seppi in round two, the Italian having beaten Vasek Pospisil of Canada 7-5 7-6(4).
Philipp Kohlschreiber of Germany also made the second round with a 6-7(4) 6-3 6-1 win over Carlos Berlocq of Argentina.
Meanwhile, local hero Mikhail Youzhny - seeded fifth - is safely into the quarter-finals after fighting past France's Julien Benneteau 6-4 3-6 6-2.
France's Adrain Mannarino is also in the last eight after beating Czech Lukas Rosol 6-2 7-6(5).
